
Mr Leon Perera asked the Minister for Education for Primary and Secondary schools, what is the current median and mean number of students in a class as defined by the grouping of students headed by a form teacher.
Mr Chan Chun Sing: In 2021, the mean form class size in both Primary and Secondary schools was 33. The median form class size in Primary and Secondary schools were 32 and 36 respectively.
MOE adopts a needs-based resourcing approach, where additional resources are provided to schools which have more students with specific learning needs, so that the teaching for such students could be done in smaller groups based on learning needs or programme considerations. Some examples include the Learning Support Programme for lower Primary students which are conducted in pull-out classes of eight to 10, as well as the School-based Dyslexia Remediation programme conducted in classes of four to six students.
Adopting a targeted and flexible approach in having some of the teaching to be done in smaller teaching classes would ensure prudent use of our limited financial and manpower resources.
